Neil Planzer welcomed and encouraged the group

 

Paul Masson led introductions of all participants. Paul reviewed the results to date and today's objectives.

A.I. Advocacy, Influence & Research to provide knowledge based communication to drive public policy decisions

 

The “Evolving Internet” is consistent with the original charter

 

Randy Schimdt, Northup Grumman: Airborne Internet Collaborative Information Environment (CIE)

            Discovery of Assured Services “on demand” that are out there

Neutralize the technologies, architectures, etc. so they don’t become constraints.

             IEEE 802.20: new IEEE group working on High Data Rate for mobility objects up to 200 kilometers per hour

            3G Cellular at rate of 100Kbit

 

Ralph Yost Morning summary.

 

Ralph Yost had challenged the group a few meetings ago: What are the applications that are going to run on the Airborne Internet?  We know if it was available, it would be used. Is there a "killer application" for A.I.?  When you do a briefing about A.I. it would be very beneficial if there were “Killer Ap”.  Ralph theorizes that the killer app for A.I. is CIE, a new way to retrieve information.  

Prasad Nair,  How do we incorporate COTS products in aviation, new applications in the future?  

Randy Schmidt, Want to get the best signaling, link and RF to get to the device. 

Chris Wargo, We can use any RF or spectrum but we want it to be affordable. 

Ralph, We are the group to address all the embedded approaches that will be affordable and get to the device 

Noel Schmidt,  This moves beyond the technology problem into the policy environment. 

Tom Freeman, we need a compelling demonstration. 

Ralph, Yes, a compelling demonstration is helpful. However, the public policy makers and people that protect the aviation band RF spectrum are not all impressed with a compelling demonstration. 

    

Chris Wargo, CNSW Inc,  Airborne Internet Test Tools/RF Simulation

         NASA Glenn Research Center (GRC) can simulate 160 aircraft moving to 2000 aircraft virtually not HITL

Paul Masson mentioned that OMB scoring gives cost shared consortiums higher score.  (Plan a visit to NASA Glenn to discuss with Program Mgrs Bob K. & Pete V and Technical Mgr. like Calvin Ramos.  Include Public/Private Consortium approach as well.)

 

Paul Masson -- Summary of Collaboration Developments 

Boeing Rep, SWIM is a current network environment right info to right person at right time.  Paul Masson, SWIM led by FAA and award to Boeing.  FAA driven vs. private driven. 

Jim Griner stated that the tiering of rights might prevent new members and control by those contributing the most resources vs. IETF. 

Paul Masson stated that this would be self policing as the consortium depends on open standards and if this is not done, it will defeat the formation.

Chris Wargo.  Need to consider CIE advocacy and influence for Research Plan

 Chris Wargo. Also, The research plan did not focus on CIE although there should be more than adequate funds\

 Kathy Kerns. Does this research plan focus on VDL? – No, It is RF and Link Independent

 

Jim Meer reviewed the efforts to recruit sponsor members.   

Three members have been identified with one firm commitment and two probable commitments.  Others showed interest in the advisory member status and government member status.

(NOTE: After the meeting, this was converted to three firm verbal commitments).
